Dear Election Integrity Advocate,
The Office of Management and Budget (OMB) introduced an omnibus change for tightening awarding, tracking and reporting of Federal Grants.
It is currently in a comment period that ends Monday, July 13th at 10:59PM CT.
Section 200-450 (Lobbying) has a clause prohibiting:
Establishing, administering, contributing to, or paying the expenses of a voter registration campaign, voter registration drive, or any similar activity, or paying the expenses of another entity engaged in such activities.
EIN and ICU support this change and would like it implemented. Progressive NGO’s are mobilizing to oppose this change. EIN and affiliates need to submit favorable comments to offset this.
Action Needed:
Please submit favorable comments ASAP. Below are some clauses to use in submission. The submission needs to vary a bit because when the Federal Government reviews the comments, they lump identical comments as one.
Sample Comment phrases to use:
Always start out with this statement and use two or more of the items below.
- (Submitter Name/Organization) supports OMB 2026-0034 with 200.450 being implemented.
- There has been a history of grantees misusing funds to favor registering particular groups or demographics.
- NGO’s are still able to conduct voter registrations and drives using other funds.
- Fraudulent registrations and ballot harvesting have caused a lot of work and maintenance for election officials.
- The federal taxpayer should not be forced to fund registrations of favored groups.
- The reports of widespread fraud from Federal Programs support implementing this rule and other rules governing DEI and reporting the uses of funds.
- A competent well run NGO will be able to handle compliance and reporting requirements as required by law.
- As stated in the Executive Summary, funds should go to the intended recipients and not to overhead based in Washington DC
- Doing a single comprehensive change allows consistency by all agencies regarding the handling of Federal Grants. It standardizes the process of grant administration.
